    Types of FSSAI license

    FSSAI Registration State License

    Food business operators like small to medium sized manufacturers, storage units, transporters, retailers, marketers, distributors etc. are however required to obtain the Fssai State License. The State License is issued by the State Government and it is important that you have operations in only 1 state, in order to obtain the State license. It is thus mostly for the units having an annual turnover of more than 12 lakh.

    FSSAI Registration

    The Food business operators like petty food manufacturers and also the small-sized manufacturers, storage units, transporters, retailers, marketers, distributors etc are thus required to obtain the FSSAI Registration. The FSSAI Registration is however issued by the State Government. Depending upon the eligibility, an FBO can thus fall under the State or Registration license. It is thus mostly for the units having an annual turnover which is up to 12 lakh.

    FSSAI Registration Central License

    Food business operators such as the Importers, 100% Export Oriented Units, large manufacturers, operators in the Central Government agencies, airports, seaports etc are however required to obtain a Central Food License. The Central license is issued by the Central Government. Furthermore, FBOs have to obtain the Central License for their head office, and if they have operations in more than 1 state.       What is FSSAI?

      FSSAI means food safety and security authority of India. It is the agency under the control of government of India and ministry of health and family affair. The FSSAI has established under the act of food safety and security act of 2006.

      Under FLRS there are two categories:

      • FSSAI Registration
      • FSSAI Licensing

      FSSAI, however, issues three different types of food licenses which are:

      • Central License
      • State License
      • FSSAI Registration

      Why We Need Food Safety and Standards Act?

      The basic function of the Food Safety and Standards Act Act is to ensure that there is a healthy and hygienic supply of food and food products. This is both important and essential for such guidelines to be followed, as food is something that affects every individual, irrespective of any discriminating factor. A compromise in any form can lead to devastating consequences for a large number of people. To understand this better, let us see the following example.

      Restaurant ‘B’ is famous for its chicken items. However, due to a bad economy, their sale has been limited for the past six months. Due to their loss, they started using the older chicken when somebody ordered, as opposed to buying a fresh stock. Eventually, this led to several complaints by people, who started having food poisoning.

      In this example, it is evident that the negligence on the part of the restaurant led to a compromise in several people’s health. Therefore, if such actions are not checked and eliminated, there would be widespread disease and discomfort amongst people. The FSS provides guidelines to ensure efficiency and safety.

      Why You Need to Register Under The FSSAI?

      To begin with, every individual who owns any form of food business (i.e. a Food Business Operator), is bound to register with the FSSAI or, have a licence. However, extremely small businesses are exempted from such a rule, provided that they register themselves with the food authority. Some of the primary reasons why you should register under the FSSAI are:

      How to Apply for FSSAI Registration?

      • For License – FBO’s are required to have a valid personal e-mail ID and Mobile Number which should be kept active.
      • For Registration – FBO’s are required to have a valid personal e-mail ID OR Mobile Number
      • The name of the FBO should be spelt correctly in the application as it appears in the License.
      • On successful submission of application, the system will generate a unique Reference Id for the application.
      • Take a print out of the “Acknowledgment” and “Online Application Form” and attach the Demand Draft for the fee (if payment mode is Demand Draft) and supported documents (Refer Document Checklist) required as part of the application and submit the application to your State Authority or Regional Office of Food Safety and Standards Authority of India, within 15 days from the date of submission of application online.

      Procedure for Obtaining FSSAI Registration

      • At the time of carrying on the food business, the Food Business Operator should prominently display the certificate of registration at the place of business.
      • Petty food business operators are required to obtain FSSAI registration also known as a basic license.
      • This registration can be obtained by submitting an application to food and Safety Department.
      • The application shall be submitted in Form A.
      • The application for registration can be accepted or it may be rejected by the Department.
      • If the application is accepted or rejected it shall be intimated by the Department within 7 days from the date of submission of the application.
      • The decision of the Department regarding the accepting or rejecting the application of the FBO should be intimated in writing.
      • The registration certificate granted by the Department after accepting the application shall contain the registration number and the photo of the applicant.

      Documents Required for FSSAI Registration

      Documents required for a Basic Registration:

      • Copy of Property paper (If owned property)
      • Copy of Rent agreement (If rented property)
      • Latest Passport sized photograph of the applicant
      • Identification proof (voter ID card or Aadhaar Card)
      • PAN Card
      • Address Proof- Telephone or Mobile Bill/ Electricity or Gas Bill)
      • Food Safety Management System plan or certificate

      Documents required for a State/Central License:

      • List of directors with their complete address and contact details
      • Name and list of equipments and machinery along with the installed capacity (in case of manufacturing/processing units)
      • Photo ID and address proof issued by the concerned Govt authority (Optional)
      • List of food category to be manufactured (For manufacturers only)
      • Copy of certificate obtained under the Co-operative acts (In case of co-operatives only)
      • NOC from the manufacturer in case of re-labellers
      • Application Form-B duly completed and signed (in duplicate) by the proprietor/partner or the authorized signatory.
      • Blueprint or Layout Plan of the processing unit in complete dimension with an allocated area dedicated for operations activities.
      • Authority letter with the name and letter of the responsible person nominated by the manufacturer along with the alternative responsible person
      • Analysis report (Chemical & Bacteriological) of the water to be used as an ingredient in food product, through a Govt recognized laboratory on food testing.
      • Proof of possession of the premises (Could be a sale deed, rent agreement, electricity bill etc)
      • Partnership Deed/affidavit/memorandum & articles of association conferring constitution of the firm.
      • Food Safety Management System plan or certificate (If any)
      • Source of milk or procurement plan for milk and milk products processing units (Including details of the milk collection centres)
      • Details on source of raw material for meat and meat processing plants.
      • Pesticide residues report of water in case of manufacturer of packaged drinking water, mineral Water, carbonated water from a govt recognized lab.
      • Recall plan wherever applicable with details on whom the product is distributed (Optional)
      • NOCs from Municipality or the local body and from the State Pollution Control Board except in case the unit is established in the notified industrial area for a particular food business (Optional)
